On the evening of August 30, Liang Huiling, Deputy Secretary of the CPC Heilongjiang Provincial Committee and Governor of Heilongjiang Province, met in Harbin with Lubabalo Oscar Mabuyane, Premier of South Africa’s Eastern Cape Province, and his delegation.

Han Shengjian, Vice Governor of Heilongjiang Province, along with officials from relevant provincial departments and the Daqing Municipal Government, attended the meeting.
Following the meeting, Premier Mabuyane and his delegation held friendly exchanges with Heilongjiang Vector AGR Co., Ltd. ("Vector AGR"). Chu Haibo attended on behalf of the company.
To promote trade, investment, and broader economic ties between China and South Africa, Vector AGR reached a cooperation consensus with the Eastern Cape Development Corporation, Coega Development Corporation, and the East London Industrial Development Zone, based on the principles of sincerity, friendship, equality, mutual respect, and mutual benefit.
In active response to the Belt and Road Initiative and to further elevate China–Africa economic and trade cooperation, Vector AGR and relevant institutions in South Africa’s Eastern Cape Province agreed to establish a close partnership in the agricultural sector. The parties will jointly explore the R&D and application of advanced technologies such as intelligent agricultural machinery, agricultural drones, and agricultural irrigation systems. Through technical exchanges and joint R&D, they will strengthen complementary advantages and resource sharing in this field.
All parties will work together to promote the application and broader adoption of Vector AGR’s advanced technologies and products in South Africa.

The parties also reached a consensus on educational cooperation. They will encourage exchanges and cooperation between universities in South Africa’s Eastern Cape Province and relevant universities in Heilongjiang Province, to deepen collaboration in this field and inject new vitality into the long‑term friendly relationship between the two countries.
The meeting and the cooperation consensus will serve as a new starting point for the parties to continuously deepen economic and trade cooperation, broaden cooperation areas, and jointly create a new landscape of China–Africa cooperation—contributing wisdom and strength to building a community with a shared future for mankind.
